Impeachment is unrelated to law. Impeachment is political. Crime is legal. Two different forums run on completely different grounds. President Trump can be impeached even if he won’t be legally charged.
Impeachment and illegality are not necessarily related. Impeachment is purely political and can be done on the whim of Congress. Crime is the realm of the justice system. President Trump may not be liable for crime but he is still quite impeachable for political reasons.

Yes, Government knows "The process is the punishment" and so it "wins" even if it loses legally. Government personnel acting under the broad standard of "color of authority" enjoy sovereign immunity. Government has neither restraint nor consequence.
Mueller has not given up the witch hunt and he has no plans to. The goal is to get rid of Trump and Mueller will not stop until that is accomplished.
