Doubtful, probably it was tied and then got caught in the tree. I hate plastic bags for this reason, they easily float away and get caught in trees and in our waterways.
Of course Lake Worth is the only city in the US or maybe the world that has a discarded plastic bag caught on a tree branch. Yes, trash in the streets, yards, and trees is unslightly, but the blight in LW is much more serious than this!
