Well, as the "other" blogger as well as the local newspaper are making a big deal out of the fact the Commissioner McVoy was absent at the workshop this past Tuesday, I have decided to post the e-mail with his explanation:

Could you notify the Commission that I am going out now to Wellington Regional Hospital, basically to say goodbye to an older friend who is not expected to make it past today. If possible I will try to get back for beginning of the Commission meeting, but can't predict exactly how timing will go.
