On Tonight's City Commission Agenda - Kicking the Homeless to their knees

Lake Worth has received a lot of complaints regarding the Homeless in our downtown, at the cultural plaza and those in Bryant Park.  This is how the city wants to handle people in need:

Under Unfinished Business tonight--the gigantic cover-up to the truth--

Resolution No. 06-2016 - establish opening/closing hours for “public property” owned by the City.

The Resolution provides that City-owned public property shall be opened/closed between the hours of 10:00p.m. and 6:00 a.m. with certain exceptions.

BACKGROUND AND JUSTIFICATION:
The Commission, at its January 19, 2016 meeting, approved Ordinance No. 2016-06, which provides for certain rules and regulations regarding City-owned “public property.” The Ordinance also authorizes the Commission to establish the opening and closing hours of “public property” by City resolution. During that same meeting there was a 2-2 tie vote on Resolution No. 06-2016 to establish the opening/closing hours between sunset and sunrise unless there was a City sponsored or approved special event, City approved meetings, or other City approved activities. In accordance with the Commission’s Rules and Procedures, a tie vote shall constitute a continuance of the item to the next regular meeting.

According to Robert's Rules,  on a tie vote the motion is lost. A tie vote is not a majority, consequently if your motion requires a majority vote, the motion is lost if it receives a tie vote. Therefore, a tie vote is as much of a decision as a majority vote in opposition. But this Trio is bringing it back to vote on again. It's sort of like losing an election but not believing it and having another election to counter the one they just lost. 

NOW HERE COMES THE CROCK:
Some of the concerns raised during the Resolution discussion were regarding use of the City Hall parking lot to patronage restaurants and shops or people cutting through the Cultural Plaza instead of using sidewalks between sunset and sunrise.
Folks, everyone knows it's all about the Homeless. Why can't these people tell the truth?

City staff’s proposed solution to address these concerns is to establish the opening and closing hours between 10:00 p.m. and 6:00 a.m. when most restaurants and businesses in the downtown area are closed. Staff is also working on revisions to the 2008 resolution that governs City recreational facilities including the hours of operation for City parks. It is anticipated that when the revisions to the 2008 resolution are completed by staff, staff will present the Commission with a combined resolution for both parks and public property hours of operations.

Lynn, nearly all parks and public places have 'closed hours' at night.
Why are you having such a strong reaction to this?

Candidate Ryan Hartman and now we've got you and Comm McVoy getting cozy with the another fringe comrade group called 'Fellow Travelers Community Action Group' waving their damn communist manifesto in front of our faces. Did you get a load of their titles? 'Chairman' Tyler Miller and who claimed to be a resident of WPB at the 12-15-15 Jupiter town council Meeting is now claiming to be a LW resident along with several others all giving the same LW address, 'Minister of Information' Henry Calway, and Cirilo De Santiago as their 'Minister of Defense' dressed in his Fidel Castro look alike military uniform.

WTF Lynn? Can't you see that these radical leftists have been invited here to stir up shit?

This last leftist group has a militant tone to their rhetoric... I hope PBSO is prepared for their antics this month as they plan their disruptions of our lives in LW.

I loved it when Dylan got up there and clotted to dumping 'tens of thousands of dollars' in to campaigns against any commissioner not voting in favor of the resolution. I hear he already has two young people he is getting ready to establish residence and run against McVoy and Maier. Pretty darn interesting when the local vape and cava Baron sides with normal, long time Lake Worthians, families and business people, huh!!!

I am for actually HELPING the Homeless, not pushing them aside as if they are animals. In fact, people treat animals better. Some even spend a fortune buying dog food at a downtown shop whose owner is against the homeless, people who have NO money for food and someone who wants to run them out of town. Arresting them is ok with her.

Next, and as far as Dylan Harrison is concerned, it shows how warped and dysfunctional this city really is. You get a convicted felon synthetic drug dealer distributor and friend of Amoroso leading the bandwagon against druggies and the homeless. And threatens commissioners! I think PBSO is still watching this guy but who knows.

To side with Dylan and against humanity is sick indeed. The city has a responsibility to residents, not just those who pay taxes.

This ordinance and resolution will not solve the problem of the Homeless. All it will do is drive these poor people to our neighborhoods. Not one trio commissioner running for re-election wants to deal with it.

As far as them looking like homeless last night, yes, that's what they are. You have no compassion at all? Not even with that woman who said now she has no place to sleep?

One cannot help someone that does not want to be helped. The majority of these so called homeless chose the life they wanted to live. They don't work or pay taxes, they don't have to worry about health or home insurance, internet, or cable. While some poor unfortunate do wind up on the streets through no fault of their own, the rest of them prey on the sympathy and heartstrings of people, much like you are experiencing now, to get free meals and lodging. They hang around public spaces asking for money and scaring normal people. It is not up to us to try and appease these folks, if they truly want help, help is available.

This is a national epidemic - and South Florida has a disproportionate share due to our great weather...

Are you suggesting the wise leaders in Washington and Tallahassee are unwilling or unable to come up with solutions.

Are you suggesting little old and poor Lake Worth is to be saddled with this burden? And not the county? State? Nation?

There were two recovering addicts who spoke from the heart last night, they acknowledged there is help for those willing to do the heavy lifting and to do the work. But it's personal a journey of recovery, and it takes dedication and turning away from temptation to get straight. This guy and this gal have pull themselves up by the bootstraps and are getting on with their normal existence... No help from the druggies plying their trade of drug pushing especially targeting the recovering addicts who are vulnerable.

I and most applauded them and their courage to speak up from their unique position as having lived the life of an addict, driving themselves into living on the streets, and they have done the extraordinary and lifted themselves out of the depths of despair of drug addiction. Good for them! And shame on those who wish to let these blood sucking scumbags continue to deface our public space, endanger our citizens with used needles and crime perpetrated in there drunken or drug stupor's. They choose to use drugs - I choose to oppose them and work to rid them from our community.

Any of the homeless that have turned their lives around got help--they didn't do it on their own. They had good turn around stories but they had a certain will that many down and out don't possess.

Kicking them out or making their lives more miserable will not help them. Our city commissioners need to talk with the Homeless Coalition, church groups, other cities, etc. in order to come up with something better than this.

No one, and I mean NO one wants drug addicts and/or the homeless in our city. But do we want to be known as a city with NO HEART, NO HUMANITY? Sadly, some of you do.

Hey, I'm a Lake Worth local. Lived here 19 years. And I'm one of the communists who spoke that night. Sorry if human decency and compassion offends you.
