How often do you have to replace rubber seals that go between two pipes?

West Palm Beach commissioner Shanon Materio, blamed the 5 million gallons of water that poured onto Banyan Blvd and Australian Avenue as “Poor maintenance and antiquity of the system." The city says workers installed that rubber seal in 2011 and inspected it again as recently as 2013. Read more...

Commissioner Materio is dying to get a multi-million dollar bond passed in WPB so that she and her cronies will have access to huge amounts of cash to spread among her cronies.
That's why she says the system is antiquated rather than acknowledging that it was a faulty seal.

A rubber seal installed in 2011 should not have failed in 2015. There is something else at play here. Maybe it was installed incorrectly or maybe the pipe/fittings/structure it was designed to seal were deteriorated. "antiquated"
