instructional need or a need for additional educational facilities.

We need them to be able to spell when they graduate and speak English properly!
Any other school w/that mission should be allowed in because a lot of the kids today are in a world of trouble because they can't spell or speak English!
Go back to basics Jeff and solve the problem - no more adding laws that do not work!
