Bomb Scare on North H Street

WHAT IS MORE SCARY THEN A BOMB SCARE IS THE CITY ITSELF---FINALLY THE OFFICIAL OF THE CITY ADMITTED IT IS ALMOST IMPOSSIBLE TO CHANGE THE CITY BUT "we have to try" I have been trying for years for the proper word to describe the city in one word and someone said it the other day INBREEDING--these people had no chance when they were born and the end up here in groove----
